Plans and manages operations and personnel of a large-scale, multi-office Motor Vehicle Division and a limited service Driver's License Office engaged in issuing of motor vehicle titles and license plates, recording of liens, and the collection of fees and taxes. Responsibilities include personnel management, team-building, systems administration, communication, financial balancing, financial auditing, work-flow analysis, and strategic planning. The Deputy of Motor Vehicle will interpret federal and state motor vehicle laws to ensure compliance and remain abreast of statutory and procedural changes. The Deputy of Motor Vehicle will work in partnership with branch managers, branch leads, other Clerk's Divisions, and the public to ensure delivery of effective and innovative services.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Plans, coordinates, and supervises the functions of the Driver's License and Motor Vehicle Divisions of the Clerk and Recorder's Office. Exercises direct and indirect supervision of employees.
- Oversees management of all Driver's License and Motor Vehicle branches.
- Trains, coaches, evaluates and rewards staff; sets performance standards and objectives; determines priorities and expected outcomes.
- Develops, updates, and implements policies, regulations, methodologies, procedures, best practices, and strategies to attain organizational goals.
- Collaborates with Staff Development and Training Coordinator and Division training staff regarding initial and continuous learning needs and professional development. Assigns, directs, and supervises activities of assigned staff, ensuring adherence to established policies, procedures, and standards; administers or makes recommendations for routine personnel matters affecting subordinates including recruiting, interviewing, hiring, training, assigning work, scheduling work hours, granting leave, appraising performance, disciplining, and submitting such records and reports as required by County policies and procedures.
- Manages Division budget planning and implementation; monitors operational and personnel requirements; works with Clerk and Recorder's Accounting Division as well as County Finance to adhere to annual budget planning model and adoption.
- Plans for future direction and platforms to coincide with long-term priorities, goals and needs of the organization.
- Attends meetings and participate on County, local, and state committees related to Motor Vehicle functions to ensure County and department needs are considered and met; advises leadership staff of activities and actions; maintains an awareness of activities in other counties and other states pertaining to Motor Vehicle and Driver's License programs and policies.
- Serves as a member of Clerk and Recorder's Office leadership team; review and resolve internal issues; develop, recommend and implement strategic direction for the Motor Vehicle and Driver's License Divisions.
- Attends seminars, conferences, workshops, classes, lectures, etc., as appropriate, to enhance and maintain knowledge of trends and developments in field; attend association and professional meetings; and otherwise maintain contacts with professionals to facilitate exchange of information.
- Provide public relations support as appropriate to keep media and community informed of legislation, budget and programs.
- Performs special studies and projects as assigned and required.
- Prepares and directs the preparation of clear, accurate and informative statistical, financial and other related reports containing findings, conclusions, and recommendations; presents information to Elected Official.
- Performs other duties as appropriate or necessary for performance of the job.

- Advanced knowledge of Title 42 of Colorado Revised Statues. Scope and application of laws and regulations pertaining to motor vehicle programs.
- Able to objectively listen and evaluate others' comments. Able to evaluate new information and determine how it may affect the division, the Clerk's Office as a whole, and the County.

- Establish and maintain effective working relationships with other County employees, representatives of other agencies and organizations, and members of the community.

- Minimum Qualifications
- Bachelor's Degree from an accredited college or university or equivalent experience in a related field.
- Three to five years of supervisory experience in a motor vehicle function or in the performance of similar duties and responsibilities.
- Must have 3 years' minimum supervisory experience preferably in Motor Vehicle setting.
- Possession of, or ability to obtain within 90 days of hire, a valid Colorado Driver's License.

AVAILABILITY AND ACCESSIBILITY
- In the event of an emergency/disaster in or near the County, all County employees are expected to make every effort to be available to assist the County Manager, Elected/Appointed Officials and Department Directors to ensure the continued operation of any and all necessary County functions.This may mean being available to perform additional duties and hours beyond what is normally required.In the event that an exempt employee does work more than 40 hours a week in support of County operations during an emergency, such employee may receive overtime or other appropriate wage compensation in accordance with existing County policies or at the discretion of the County.
